Wrong message being sent to SC community: Rahul Gandhi on IPS officer’s death case

Amid the demand for action against key accused in Haryana IPS officer Y. Puran Kumar’s death case, the Haryana government has sent Director General of Police (DGP) Shatrujeet Kapur on leave.

According to a Haryana government order dated October 14, the additional charge of DGP has been assigned to Om Parkash Singh, IPS, currently Managing Director, Haryana Police Housing Corporation, during the leave period of Mr. Shatrujeet Singh Kapur.

Meanwhile, Rahul Gandhi, the Leader of Opposition in Lok Sabha, met the family of the deceased officer in Chandigarh. “There are scores of Dalits to whom a wrong message is going. The message being conveyed is that it doesn’t not matter that how much successful, capable or intelligent you are, but if you are a Dalit then you could be suppressed, which is not acceptable to us,” said Mr. Gandhi, addressing media persons, after meeting the family members.

“There should an immediate action against the officers (accused). They should be arrested. The family’s message is clear, they were disrespected, attempts were made to finish the career of the deceased officer. Now, after his death respect is not being given, it’s not acceptable. And, yes, this is correct, it’s not about respect of one family, it’s about the respect of every Dalit brother and sister,” he said.

“My message as LOP to the Prime Minister of India and to Chief Minister of Haryana is that please take action against the officers and keep away the pressure on the family,” he added.

It’s the eighth day since Haryana IPS officer Y. Puran Kumar allegedly died by suicide , yet his autopsy remains pending. The deceased officer’s family has refused to allow the post-mortem to proceed until two key accused in the case, Haryana Director General of Police (DGP) Shatrujeet Kapur and former Rohtak Superintendent of Police Narendra Bijarniya are arrested. The State government has already transferred Mr. Bijarniya.

The officials of Haryana government, meanwhile were seen visiting Puran Kumar’s wife, senior IAS officer Amneet. P. Kumar, in Chandigarh, at her official residence, in an apparent attempt to persuade her to agree for conducting the autopsy.

Union Minister and President, Lok Janshakti Party, Chirag Paswan, on Tuesday said the family of Puran Kumar will get justice. Mr. Paswan, who met the family of Kumar at his residence here to express condolences, said, “This tragic incident highlights the prevailing social evils, showing how even in the 21st century, people are persecuted on the basis of caste, sect, and religion.”

“I have come with the trust of our government and assure them that every demand of the family will be fulfilled and action will be taken swiftly and without delay. If this family does not get justice, no Dalit family will even think about integrating into the mainstream,” he said, adding “I assure you that this family will get justice. No matter how high a position any person holds, action will be taken against them.”

Separately, senior Congress leader and former Minister Subhash Batra demanded a thorough inquiry into the matter by a sitting High Court Judge or the Central Bureau of Investigation.

He said top IPS and IAS officers including the DGP and Chief Secretary were being made scapegoats to save the BJP government in Haryana.

Chandigarh Police on Monday (October 13, 2025) said that Special Investigation Team (SIT), which is conducting the investigations in case had sent a request letter to Ms. Kumar, urging her “to come forward for identification of the body for the conduct of the PME (post mortem) at the earliest, which is essential for a speedy investigation.”

The Chandigarh Police has also asked the Haryana government to provide documents required for the investigation of the case.

In a note, Puran Kumar had named senior IPS officers, including Mr. Kapur and Mr. Bijarniya, for allegedly harassing and maligning him.

Kumar (52), a 2001-batch IPS officer, was found dead with a gunshot wound at his residence in Chandigarh on October 7. He was serving as Inspector General of Police at the Police Training Centre (PTC), Sunaria, in Haryana’s Rohtak.

A 31-member committee, Justice for Y. Puran Kumar, was formed to press for acceptance of the family’s demands. Gurmail Dhabi, who is also a member of the committee, said “When the Fir has been registered then why the police reluctant to arrest the accused. The FIR in itself will serve no purpose if the accused are not arrested.”
